The Doctor points out that whilst the Borg are bad. (It's work mentioning that the pencil artwork by Greg Purcell on the flashback scene to the recap of "The Best of Both Worlds" is MUCH better than the colour painting by JK Woodward for the rest of the series) Picard (having something of a grudge against the Borg over that whole "forcibly converted in Locutus of Borg" thing) feels that anything which attacks the Borg is to be applauded, and can be handled once they have finished attacking each other. The Doctor, and Guinan, have tried to convince Picard that the Cybermen attacking the Borg is NOT a good thing. The Cybermen/Borg alliance has fallen apart as the Cybermen have double crossed the Borg and are cheerfully blasting them every which way. Why do I even mention this? Well because of events in Star Trek/Doctor Who #5 but then, I tend to think that about a LOT of Torchwood, including most of the characters in it) They all end up as dehumanised Cybermen, so this was both gratuitous and unnecessary. (The show had already ascertained that there was no physical difference between the Cyberman forms for male and female victims.

Torchwood even gave us, against all laws of sanity, a Cyberman modification approaching the hilariously bad the Cyberwoman, wearing something I can only describe as techno-fetish underwear.

Here, via action figure form, are some of their other designs since 1966. This is how they were reintroduced into the new series in 2006 Over the years the Cybermen have been shown in many forms.
